The asking price tells you what a condo costs to buy. It does not tell you what it will cost to keep. Before making an offer in Puerto Vallarta, build a budget from the specific building's records, utility bills and service quotes.

Start With Three Separate Budgets

Separate acquisition costs, recurring ownership expenses and cash reserves. Ask your closing professionals for a written transaction estimate, including applicable taxes, professional fees and ownership arrangements. Keep furnishings and initial repairs outside your recurring budget so you can see both the move-in cash requirement and the cost of an ordinary year.

HOA Fees: Ask What Is Included

Request the current fee schedule and budget. Ask whether water, common-area electricity, building insurance, security or other services are included. Then compare the fee with meeting minutes, reserves and planned work. A low fee can coexist with substantial future maintenance needs.

  • What repairs are approved or under discussion?
  • Are special assessments payable by the seller, buyer or both under the agreement?
  • When was the fee last reviewed?
  • Are there separate charges for parking, storage or rental administration?

Electricity and Everyday Services

Request a full year of electricity bills rather than one low-use month. Air-conditioning habits and occupancy can change consumption. CFE explains that domestic high-consumption classification uses a rolling 12-month average against the applicable local limit. Verify the account's actual tariff instead of assuming a rate from a neighboring unit.

Add internet, water where separately billed, gas if used, and any cleaning or monitoring services. Confirm billing periods: a bill covering two months should not be entered as a monthly amount.

Insurance, Taxes and Ownership Administration

Obtain an insurance quote for your intended use and ask what the building policy covers versus your unit, contents and liability. Ask for current property-tax records and confirm the amount due with the relevant authority. If your ownership structure has annual bank or administration charges, obtain the actual schedule from the provider. Do not use a single percentage of purchase price as a substitute for these records.

Maintenance Inside Your Condo

Budget for air-conditioning servicing, appliance replacement, plumbing, sealants and exposed metalwork. Ask an inspector or maintenance professional about the unit's condition and expected near-term work. Keep a reserve for replacement items; an expense that happens every few years is still an ownership cost.

If You Will Be Away or Rent the Property

Ask for a written management proposal explaining inspections, emergency call-outs and charges during vacancy. For rentals, verify building rules and separately estimate management, cleaning, platform charges, supplies and applicable professional or tax services. Calculate ownership costs before relying on rental income to cover them.

A Hypothetical Budget Exercise

For illustration only, suppose monthly HOA fees are MXN 6,000, utilities and internet MXN 2,500, and cleaning or monitoring MXN 1,000. Suppose annual insurance, property tax and administration total MXN 18,000, while your maintenance reserve is MXN 24,000. That produces MXN 156,000 per year, or MXN 13,000 per month. These invented figures are not Puerto Vallarta averages or a quote; replace every line with documented amounts for the property you are considering. Financing, rental operations, special assessments and acquisition costs would be additional where applicable.

Keep the Currency Clear

Record the currency of every expense. If your income is in dollars and bills are in pesos, compare several exchange-rate scenarios and include your provider's conversion and transfer charges. Banco de Mexico publishes exchange-rate references; your provider's actual conversion quote may differ.
